What accent does this person have? (Probably European?)

Sorry if the phrasing of this is awkward, I don't know that much about etymology so this might be hard to explain

There's a series of playthroughs of Pokemon games where the player's friends control the Pokemon that feature a person named Forrest (might also be known as Fowwest/4est depending on the season). You can check the videos here to hear their voice, but they don't speak until season 2. If you don't feel like going through the videos, basically, they

• accent t sounds sometimes (like in touch)
• pronounce er sounds (like in her) kind of like the a in allow
• pronounce can't like how some English accents do (with an aw sound like in awe)

from what i can gather.

Judging by the can't pronunciation, they might have some kind of European accent, but I don't know what region. Can anyone identify this accent?
