Is there a spell/class that allows you to change your species?

Had an idea for a villain NPC; a dragonborn that frequently made usage of magic to change into different species such as humans and elves to disguise himself and use other race abilities. However, I'm not sure if there are any spells or classes in-game that can really work for the character; there's Reincarnate and Wish, but given that the former requires you to... well, die, and the later can be a bit random, I'd like for this villain NPC to have something else.

I've heard that there's both True Polymorph and Shapechange, but I've only ever heard of them being used to change people into animals and such; can they be used to change someone into a different race? Or would I be needing to homebrew a magical item or something to really get this to work?
