Why are Ricks still allowed to be so oppressive?

It's a little ridiculous how Ricks can still play this annoying game of keepaway. God forbid you're playing Garnet because they'll spent the entire match maintaining ridiculous distance and when you do manage to get close, their combos will almost always outprioritise yours before going back to said tactic.
