I cannot find any pencil skirts/similar that are both big enough to fit my hips but small enough to fit my waist! Any suggestions for good items/brands?

I'm so sick of getting skirts that hug my hips perfectly but then are all wide and baggy at the waist. Not only is it unflattering, but it makes me feel like my skirt's going to fall down when i'm at work 😭

Have any of you had this problem, and, if so, are there any brands/items/cuts of skirt that you recommend?
