Tennessee rejected driver's license application for F-1 Visa Holder

I'm on F-1 OPT. I graduated last December from Western Michigan University and moved to Tennessee for a job. My Michigan license expired a few weeks ago. I have my EAD card, I-20, proof of residence, SSN and everything else the state requires. I waited in line for two hours only to be told that, "Tennessee has a new policy and since you went to school in Michigan, you can't get a license here." I asked her where I can get more info regarding this. She told me to go to the website and said no one at the DMV can help me with this.

I scoured the TN driver's services websites for hours and found nothing regarding this. Their contact number only has automated responses, couldn't find someone to talk to. Has anyone here faced something like this?

UPDATE:

I visited the driver's services center in Nashville (312 Rosa L Parks Ave) and was able to renew my license. They didn't even ask for my I-20. Just the EAD and SSN were enough. I guess the other two offices were just incompetent.
