Nutrition advice alongside fitness

Hello! I am 5'8.5/ 174cm and roughly 57kg (woman) and I want to train to achieve more of an hour glass figure. Does anyone have an tips for getting a smaller waist and bigger glutes (or are squats the best way?)...

Also, I have been on a lowish calorie counted diet like 1200-1500 for a while but will this be stopping me gaining muscle? I've been at the gym for a year or so and my glutes don't seem to be bigger....

Any advice is really appreciated!!
