Regulator Supposed to Turn?

Probably a dumb question, but the regulator on my Blackstone (given to me by someone who had it for years) turns freely (where the red circle is). It doesn’t seem to tighten or loosen, but I can keep turning it in either direction. I don’t notice any other issues. Is this normal or should I replace?
