TSL Viability?

Do we think that TSL will still be a viable option at some point with Civ VII? One thing I was thinking about was how there is TSL Europe. What if there was a TSL Europe map and the only civilizations that you could select were European.

Would this not work with some of the bigger gameplay features later on, or would it be possible to have a TSL game at the continent level?
