Ai Settling

Does anyone know if the AI won’t settle somewhere if I have soldiers on that spot? Or any unit? I’m finding that if I have even one settleable gap in my empire the AI butts in, kind of annoying to have to settle every inch of land around me if I want my own space and to not have to constantly wage war. Does anyone have any insight to stopping their AI settling on tiny available spaces in your empire?
