How safe is buying items from seller in China/Japan on Ebay?

Looking to buy some yamaguchi and shfiguarts action figures from ebay but never bought from there before. Does anyone have any prior experience? How was the negotiation, payment and delivery? How long did it take? Any customs issues ? Pls share the ordeal.
