Can..can someone learn to write city pop??

I know it sounds weird..I don’t know how to phrase questions sometimes, but hear me out 😂😂 So I’m obsessed with Japanese city pop, Stay with me, 4:00AM, those kinds of songs, but how do I write them?? I’m so lost sometimes, but for someone who has been in my place, how did you achieve it??
