Why does Midtown ALWAYS stink???

I work near music row and will sometimes walk through midtown to grab a bite/coffee/whatever on my break and PEE YEW. Every time I walk through the north end of Division Street it smells like raw, fresh-out-the-ass, SEWAGE. The smell is so strong I can taste it in the air for the entire walk. The back alleys of Broadway dont even smell this bad. What gives?
