why do bikeable/walkable cities have massive COL issues?

Based on a post here a while ago, I noticed that many cities listed as dense/metropolitan/walkable etc. (basically anywhere you could live without a car) all are rather expensive places to live. Is this necessarily so (what are exceptions) and are these two qualities correlated?
